Mission Statement

​The mission of the department is to create, evaluate, exchange, and apply knowledge about leadership, learning, and organizational performance to prepare scholars and scholar practitioners who cultivate equity and educational opportunity in a diverse and changing world.

​To fulfill this mission, ELPA offers programs leading to doctoral and master’s degrees, professional certificates, and doctoral minors in Educational Leadership and Policy Analysis with a focus on leadership for learning for all students.

Research Centers

Faculty in and affiliated with ELPA are directors, senior scholars, and researchers in several policy research centers on campus. Many doctoral students are employed at one or more of these centers during their studies.

Department Research Topics

Educational Policy Analysis and Evaluation

Educational Policy Analysis and Evaluation emphasizes conducting educational policy research and analysis with a goal of advancing the achievement of all students through effective policy design, development, implementation, and evaluation of educational policies and programs. 

Higher Education

Higher Education is one research strand in the Department of Educational Leadership & Policy Analysis. Higher Education graduates become faculty members at research universities, researchers in research centers and consulting firms, University administrators, and University presidents. Graduates are also student service coordinators, academic advisors, and other leaders in the field.

K-12 Leadership

K-12 Leadership is a research focus within the Department of Educational Leadership and Policy Analysis investigating and emphasizing the effective administration of primary and secondary institutions. Students and faculty conduct research that informs decision-making in Wisconsin state education policy and leadership practice.
